My Lord,

I have the honour to acknowledge the receipt of Your Lordship's telegram of the 16th March, 1920, in which you informed me that there was no objection to my proposal to retur the visit of the Governor of Macao, and of a cypher telegram of the same date conveying a suggestion from the Foreign Office that I should report on the situation at Macao to which I had referred in my cypher telegram of the 19th January.

I was unable to visit Macao at the time

originally fixed, about the middle of April, owing to the fact

that a large number of the skilled labourers of this Colony came out on strike and, though no untoward incidents occurred, I did not consider it desirable to be out of reach even for a short time until all danger of trouble was over. The strikes were happily settled before the end of the month and I accord- ingly visited Macao accompanied by my wife and Aide-de-Camp on the 30th April, travelling in His Majesty's Destroyer "Fame", which had been placed at my disposal by the courtesy of the Naval Commander-in-Chief. I left Hongkong in the early morning and returned in the evening.

The Governor of Macao, Senhor Correa da Silva, received us most hospitably and with a great deal of ceremony, which I am inclined to think was emphasized with a view to impressing the Chinese population of Macao with a sense of the cordiality of the relations between Portugal and Great Britain,
